I have been told that templates may not be shared. Is this a violation of
copyright laws or just something within an orginization?

You can share a template you created all you want, but the answer to your
question really depends on why you were told to begin with.
It may be that that organization does not want anyone else benefiting from
their hard work in creating custom templates (and it would be a violation to
steal 'em anyway).
It may be that who ever told you that knew that when you save a template on
a computer, other users of that computer can't see them if they are saved to
the default templates folder (tho you CAN save them to a shared or public
folder if you WANT to share them).

The organization is a private non-profit faith based organization that sells
food very inexpensively to over 500,000 families in 36 states. I don't think
they would want to be protective of the template but use it as assistance to
the places that distribute the food.

Sometimes people get misinformation about copyright laws, etc and I'm
wondering if this is the case.

I was wondering if the templates available on Microsoft temples (calendars)
are available for us to use, publish, and sell as our calendar?

Calendars are nothing more than tables. It would be easy enough to create your
own design.
