corrupt form - cannot publish

Hi,

In attempting to fix my corupt form, I deleted all fields and code and
basically published a blank form. When I publish, I get an error - "You
don't have appropriate permission to perform this operation." I am the
owner of the folder and my network admin. assured me that I have all rights.

Has anybody ever seen this error?
