ok so here is my problem
i tried to create another account in outlook
as i was about half way thought the process outlook crashed
i reopened it after have problems as it kept not responding
and there was the account i started
i tried to open the folder to view the mail and it said Cannot display the
folder. The account is not properly configured.
So i went to reconfigure the account and there was not email account profile
to edit/repair/delete
so I went to data files and there was the problem file i trie to delete it
and it said it was part of an email profile or something open the email tab
to delete
i went to delete the data file manually in the folder in c drive it worked
then when i reopened outlook it recreated the file
so i assume it is corrupt or something not sure
any ideas?

If you deleted a pst-file, you just deleted your Outlook data (emails,
contacts, calendar, etc...). If nothing was in there and everything works
now, you should be ok although what you did in anything but recommended
practice.

If you are now missing Outlook data, you'll have to restore the file from
your Recycle Bin or otherwise from backup.

Normally I dont just go deleting things but there is absolutely no data in
that file. I was just going to create a new account for another email when
outlook became non responsive and finally closed. I dont care about keeping
anything that has to do with that file because there is no email/contacts etc
in it. It is completely empty. So if the file gets deleted there would be
no loss. The problem is that after I deleted the file I opened up Outlook
again and watched the folder and there the file was recreated again.

I have three email accounts. The new email account as i was creating it,
closed and I was unable to finish configuring it. The other accounts are
still there and outlook can read those files fine. The account wasnt
configured so now I cant check the email. There is a data file but no email
account to repair/edit or delete yet it still shows the main folders (inbox,
deleted etc). I want to configure the account but I think that the file is
corrupt and cant do anything with it. So there shows a data file but no
email account associated with it. How can I permanently get rid of the file?
or fix it so I can delete it or reconfigure it. Hope that helps.

Use the Mail applet in Control Panel to remove the broken account and re-add
it.

I tried that. The thing is there is a data file yet no account to change. I
deleted the problem data file but when I reopened outlook it recreated the
file that I had just deleted.

Then start with a brand-new profile.

Ok so just start a new profile. Can I open the other data files into that
profile? Also there are a few files that I am not sure what they are. I
think they are from old email accounts that i dont have anymore. If I can do
that can I just open them up and all my messages will be in there right?
Thanks

You mean you have an additional folder set?
You can unlink folder sets in File-> Data File Management
