corrupted mso9intl.dll

Unable to open excel (low in resources error message) and
attempting to open it crashes my system.

In trying rename mso9intl.dll tomso9intl.old as a possible
solution access is denied stating it might be in use.

How can I get to this file to change the name so I can
reload excel?
