Yes and yes. Go to the MVP website at:

and look at FAQ 38 - Combined resource graph. Set it up to look at Cost
in the lower portion of the screen.
The timescaled Project data can also be exported to Excel. The advantage
of this approach is more flexibility in the way the histogram is
produced and displayed and the many options for graphing data in Excel.
One method you might try is to use the "Analyze timescaled data in
Excel" add-in available on the Analysis toolbar. I suggest running it
from the Resource Usage view. For complete flexibility, a custom VBA
macro can be written to export and format the data exactly as you need.
