Could not apply actuals into the actuals protected field

We have set up out project Server 2003. We were able to publish the project
and assign tasks. We were able to edit actual field. But users are used to
only view their timesheet and not able to enter their actuals since the
actuals protected fields is read only. What could be the reason for this.

It could be that you don't have it set up to take hours of work done per time
period. If the admin set up the system to only take % complete, you won't be
able to enter daily hours. Under the "customized Published Fields" what is
it set up as? You should be able to override the server setting to "Hours of
Work done per time period".

Thank you for the help. We actually set that correctly but did not republish
the project after making the changes.
