"Could not find a web server...at port 21"

I use fp2002 and I DO NOT use any extensions. I've been publishing just fine
for a few years using my pc with windows xp. I now have a new laptop with
vista and I have fp2002 loaded and my web file copied. The frontpage web
looks and acts fine on my laptop until I try to publish. It takes my logon
and password and gets to the double screen with my computer files on the left
and my server files on the right. There are conflicts (question marks) next
to the files on the left. I went into the help files which did not help
explain the conflicts. I tried to publish anyway and after a while got the
message "could not find a web server...at port 21". I have googled, gone into
Microsoft kb, asked my son :), and now it's time for you all who really know
frontpage! My pc and laptop use the same network. I did find online something
about having to publish using passive instead of active, and fp2002 only has
active. I don't remember what the active and passive refered to. But my pc
will publish and my laptop will not and they both use fp2002. Thanks for your

I did that and tried to publish again and got the same message.
I restarted the computer and tried again.
that time I got these messages:
500 ORT not understood
500 LPRT not understood
I came here after that without trying again.

I copied the web folder from my pc to my usb flash drive and then to my
laptop in the myweb folder.

Well, I have never published with ftp, only http. But I do know two things:
to get a copy of a web site onto a new PC, you should do what's called a
reverse publish, from your live site to the new PC:
http://www.outfront.net/tutorials_02/fp_techniques/reverse-publish.htm then
you need to do a publish all pages from the new PC back up to your remote
site to get your two versions in sync. After that, you can publish changed
pages only. Doing this will prevent the conflicts you are seeing.

I tried & got message "the folder isn't accessible...
I have a question about the open web window after I click on file and open
web.
At the top, what should be in the Look In: box?
And in the bottom box where is says Web name: is where I type my website
address?

Kathleen suggested reverse publishing & the directions were to go to the open
site dialog. I'm not sure reverse publishing is going to be a good idea
cause there are a lot of files on the server that are not in my website on my
computer. I don't use the fp extensions so I am using programs that are
available thru dreamhost.

To move a site from one computer to another:

When using FTP to communicate with the server, reverse publishing is
possible, but needs care.
Open the local site first, then use File->Publish Site to open the
second. Then Publish Remote to Local (FP2003). In your case (with all
the extra files on the server) I would avoid this.

Is it the general consensus that my publishing problem with my new computer
is due to copying my web file from my original pc (xp) to my new laptop
(vista) with my usb flash drive? Does a website folder/files transfer
differently than other folders/files?

Your method of moving the website may contribute to the problem - a
website folder contains hidden meta data that is specific to the website
the meta data was created in. Move the folder, and the meta data is no
longer valid.
However, the problem may lie elsewhere. For example, a slow network
connection, or dropped packets of data, may result in the errors.

The conflicts are there because you have a new website - Expression Web
has no valid information about the files on the Vista PC, and the files
on the server. I would expect every file to be marked as Conflict until
you have made a full publish (all pages) to synchronise the webs. This
is regardless of how you moved the files from one PC to the other.

OK, I am in the process of publishing to my hard drive and then we'll go from
there. I do like a challenge and I'm sure glad you all do too.

Update on publishing problem:
I published from my original frontpage web on my pc that publishes to my
server ok.
I published to my usb flash drive to a folder I created.
I published from the flash drive to a new folder on my laptop.
The folder changed to a web folder with the circle.
I opened the new website in frontpage 2002.
My server was tested and is working fine.
I published to my server and after awhile got the same message
"could not find a webserver at mywebsite.net on port 21".
I opened port 21 thru IE.
I put the frontpage program as an exception on the windows vista firewall.
I shutdown and restarted the computer.
I published again and thought it was going thru this time.
Got to three blue bars on the status bar before getting the same message.
It also looks like it's trying to publish all my files, but I do not have
options set to overwrite files. Is that normal when trying to publish the
first time from a new computer even if there is an established website on the
server?
