Could Not Intialize CLR Error

I am using Outlook 2003. It has worked for several onths fine but suddenly started giving me the following message on startup

"Could not intialize CLR. Required permissions cannot be aquired." The banner says" Managed MAPI Service Catstrophic Failure

I have reinstalled and repaired and still get the error message. I also cannot get into my business contacts anymore.

Has anyone had a similar problem

This indicates an error in the Common Language Runtime (CLR) used by the
..NET Framework, which BCM uses. Reinstalling the Business Contact Manager
program (not Office/Outlook) would be the first thing to try. If the problem
persist, post details in the microsoft.public.outlook.bcm group.
