Could not save custom toolbars in Outlook 2000

I could not get Outlook 2000 to save my customized toolbars, so I tried to
delete the outcmd.dat file. I could not delete it because a message said it
was in use by another program. When I right clicked the file to check the
properties, I found it was being assigned to Nero Media Player! I checked
out Nero Media Player and found that it had assigned itself as the opening
program for many, many files including .dat files. I deleted ALL Nero files.
That allowed me to delete the outcmd.dat file. Now Outlook remembers my
customized toolbars. Is this a known problem with Nero? If I reinstall Nero
will it hijack the outcmd.dat file again?

I checked my file associations to see if something was hijacking my .dat
files (Windows Explorer --> Tools --> Folder Options --> File types) but --
much to my surprise -- DAT was not listed. THe choices jumped from CUR
(cursor) to DB (database) and DCR (DCR file). Windows Explorer is set to show
hidden files. If I have DAT files, shouldn't that extension be showing up?
