Could this because subwebs "inherited the incorrect security setting"

We beginning to use the document section on Project Server. While attempting
to upload a document it failed and I've received this error.

Form Validation ErrorForm Validation Error
Please correct the information you provided by following these steps,
the submit the information again:
Cannot open #### for writing. Please return to the form


Does this mean subwebs have inherited the incorrect security settings?
Ifso, how do I fix it?
