Count if a number in a cell

I'm looking a way to count or subtract two numbers if any on cells , if
there is a number, or >0, in a different cell.

Any hint will be helpful...

Doesn't =H7-L7 do just that?

Thank you. Up to the moment I'm trying with
and doing the work. But got problems on next step as I'll describe
hereafter.
M7 "=IF(L7="",H7,H7-L7)" is working perfectly. Now under the results > of M7 or on M8, & using the previous example, multiply it by D2*2
when
M7 is negative and results should end up on positive value because of
Total column. I tried with =IF(M7="",-M7*D2*2) but no so good.
