Count records in footer

The record counter works correctly the first couple of times. Then it seems
to double values. Is there a way to clear out this counter each time the
report closes? I suspect its holding values.

How are you counting? Normally, you add a text box to the Report Header or
Footer section with a control source like:
=Count(*)
It really sounds like you are using code which is bound to create errors.

I have a textbox in the report footer section of my report with the source
control = Count(*). That's the only method I'm using to count. The first
couple times the report is opened, the number displays fine. After a few
times of opening the report, it begins to store the value until I completely
exit Access.

I have never seen or heard of a text box in a report footer with a control
source of =Count(*) that didn't always return the number of records in a
report's record source.

I would delete and re-create the text box.
