Have place a counter on to my page and when I look in preview I just see
[Hit Counter] and do not see the counter. Is it just a matter of placing it
on the page or do I have tie it in somewhere?

It doesn't work on many servers because they don't handle the FrontPage
Extensions. If you are using FrontPage than that is probably what is
causing the problem.

The counter will only display an actual number once it's on the host server.
It preview all you will see is where it will be. Annoying but the way it
is, on my FP2000 at least.
