COUNTIF Function question

I am trying to get a COUNTIF function to recognize a cell
as my criteria versus a "plugged number"

The formula I am using is:
=COUNTIF(E4:S4,"<=505")

I would like to be able to replace 505 with a cell that
references a number, such as 505. That way, if the cell
with the 505 changes, the COUNTIF function would update
with the change as well.

Any help, or other formula suggestions would be
appreciated.
