countif question

[Dr. Harvey Waxman]

In this formula: =COUNTIF($L$17:$L$9695,"<=-50%"), I get the expected value.
If I try to use a cell reference : =COUNTIF($L$17:$L$9695,"<=W1") I get a
zero even though W1 = -50%.

Why? Can I use cell references in this formula?

=COUNTIF($L$17:$L$9695,"<=" & W1)
