Coupon automation and tracking

We have an online coupon that we offer @ 1 per customer, however I have to do
these manually, I am looking for a way to automate this. HAve the customer
fill out a form submit, then be auto emailed a coupon. At the same time have
it able to determine whether or not the cust has requested a coupon before.
Does anyone know of a way to accomplish this??

Will require custom written server-side scripting and a database, based on what is supported by your
web host as well as your knowledge or willingness to learn the scripting language, etc.
