create a character

I want to create a character in word that consists of either a lowercase or
uppercase h with a period underneath it. The puropse of the new character is
to support transliteration.

If you can use Arial font, specifically the Arial Unicode MS font, you can
find those characters in the Latin Extended Additional section at hex values
1E24 (upper case) and 1E25 (lower case). I didn't find them in the other big
Unicode font, Lucida Sans Unicode; and they aren't likely to be in any other
common font, so you'd have to rely on the technique in the Overbar article.
