create a distribution list where members subscribe to it.

Hi,

I intend to create a mailing alias for a tech discussion
group.

The idea is to include only those people who reply to my
mail requesting their subscription to the mailing list.

Out of office replies should not be considered as request
to join the group.

Can this task be done using microsoft outlook 2002 ?
