create a form for Documents in PWA

Hi, i'm new with project server.

In PWA, left right menu, there is a group called "lists". When I select
"Issues" and then "new" it appears me automatically a form like a web page.

I want to create a similar form in the "Documents" section, but when I
select new, it asks to select or create a template.xml in Infopath , and it's
need to open files.

I' d like to create a similar form in section Lists - issues / Risks. How
can I make that?

Is it necessary a sharepoint? Please explain to me.

For document libraries, you can add columns from the site columns collection
or add your own custom columns specific to the library. To access these you
can expose them in views and you can edit them by selecting Edit Properties
on the specific document.
