Create a new Enterprise Project Error 1009

I'm using PDS, the ProjectCreate method but i get Error code 1009,
rsProjectIDInvalid all the time. Please see the xml below!

<ProjectCreate>
<AutoPublish>1</AutoPublish>
<Project>
<ProjectName>Test1</ProjectName>
<StartDate>20070727</StartDate>
<TemplateID>
</TemplateID>
<TemplateName>
</TemplateName>
</Project>
</ProjectCreate>
</Request>

I'm using project server 2003
Please help me. Thank so much
