create a new message with the attachment window open by default

please would anyone be able to advise how when you create a new message the attachment window is open by default and you do not have to click the arrow?

You can use the shortcut Command-E. This will open a window to select the
file.

You can drag a file to the Entourage icon in the Dock.

You can drag a file into the Entourage window in the attachment area or into
the body of an html message to attach.

AFAIK there is no way to make it stay open by default.
