Create address book for Ourlook Express in "Address and Labels

Outlook Express Address Book

I prefer using Outlook Express for mail. Originally I could create an address
book and import the address from my e-mail. Now it appears that I MUST use
Office Outlook Express or go online to create an address book. Is there a way
to create an address book with Outlook Express and not go on-line? I also
need to enter two return addresses as I could previously.
