Create AutoReply rule on all accounts

I have 3 e-mail accounts (POP3) and incoming messages are delivered to one
Inbox folder. I have created a rule to automatically reply to incoming
messages however the rule only works on one of the three accounts. In the
Rules wizard, I am unable to select "Create this rule on all accounts". How
do I get the Autoreply message to work on multiple accounts?
