create meeting request - send button greyed out

The issue is, when creating a meeting request (not an e-mail or anything),
the send button is greyed out no matter what you do. However, the strange
thing is that if you hit ctrl+enter (keyboard shortcut for send), the request
will send just fine, even with the button greyed out. We’ve tried both
repairing and reinstalling Outlook including wiping out all user settings
temporarily to no effect, and have also turned off word as the e-mail editor.
