create new sub task

Hi,
Does anyone know if I can limit the sub task that the user see under
PWA->Task-> Creat new task -> ?
If the team leader is trying to create new sub task in PWA, he can choose
from all the outline level available in this project. I want to limit this
list to show only "Outline level 1 & 2" . Is this possible?
