Create Outlook Items

The create outlook items are gray marked and not available.
It doesn't help to select an item in One note.
Why?

You will only be able to create Outlook items if you are using Outlook 2003
and have it set as your default email program. If you are using Outlook
2003, post back with that information so we can try and figure out what is
going on.
