Create outlook mail rules accross an entire Exchange server

I want to write an app that will go through every mailbox
and create an outlook mail rule for everyone on an Exchange
server. The mail rule needs to move all messages from a
certain user to a User created folder.


For Example:

User A
-Inbox
-Sent Items
-My Folder

I want all messages sent from User B to be moved into "My
Folder".

I want this rule to applied to every mailbox in the system.

Is this possible using VB.net?
