Create Pre-addressed & Pre-filled E-Mail Message in Outlook 2003

Hi,

I'd like to create a mail message, the subject & text of which will
remain the same each time the message is sent. Then to be able to send
the message using a shortcut on the desktop.

I've solved each separate problem i.e. I now have a saved message in my
Drafts folder containing the subject & text of the message. I also have
a shortcut on the desktop which pre-fills an e-mail address.

Having tried to publish this message to a Custom Mail Folder what I end
up with is an e-mail with a pre-filled address, which is fine, but the
subject and text are empty, which is not what I want.

I hope that I've been clear in what I'm trying to achieve.

Can anyone assist me with this problem please.
