create project template with plan, risks and doc's libraries

is it possible to create project template, which will include not only plan,
but some risks/issues and document libraries ?
i try to solve this question bacause my organization have a lot of standart
projects, and tasks of that projects have the same risks and issues as all
other projects, and it's not optimaly to create manually the list of risks
for each new project
