"Create Rule" command not visible in Outlook 2007 Beta 2

Hi,

Just installed Outlook 2007 Beta 2, and neither the "Rules Wizard" (under
the Tools menu) or "Create Rule" (right-clicking on a message) options are
visible/available anywhere in the app.

Seems I can't find a way to create Rules -- what gives?

Did you upgrade? If so, did you unstill the previous version first? Did you
make a new profile?
