Create scale from formula

I want to create a formula that provides the following
results.
3=(100%)
2=(90-99%)
1=(80-89%)
0=(0-79%)
The percentage comes from another cell. The formula would
be in A7 while the percentage would be in A6. Where if A6
equals 90-99% then A7=2 and if A6 equals 80-89% then A7=1
and so on. Thanks for the help.
