Create template that consists of parent site and 2 sub-sites templ

I do have a technical question to put out there - "Is is possible to create a
templated solution for SharePoint (one master site that contains the two
subsites) that can be deployed automatically when a user selects that
specific template or better still if the template is part of the Microsoft
Office Project Server 2007 (MOPS) environment?

I am really interested in finding this out...
