Create vb installer to deploy MODI in non-Office 2003?

I have a vb project that uses MODI. I've created a setup file using visual
installer, which included
mdivwctl.dll,MSPGIMME.DLL,MSPCORE.DLL as dependancies.

Now when I install this application in a box which doesn't have office2003,
the application runs OK, but when the program accesses the MODI related
functions, it spits error.(The MODI object is getting created though).

Does anyone know why this happens??

The automaton version of the MODI object you are distributing must be
installed with Office 2003, or a singleton app such as Access 2003 for your
app to work. As far as I know, there is no legal workaround.

Bummer, huh.
I personally would love to see MODI merged with the Image object.
