creating a bibliography

i am trying to create a bibliography so i can use it in citations in
footnotes. i have done this before so i am familiar with the process but i
cannot access the bibliography and manage resources buttons on the references
tab (this is word 2007). the buttons are 'grayed out.' any thoughts as to why
this is the case?

A document (even a blank document) needs to be open. Create at least
one citation, and you can "Manage" your sources.

Yes, I have an open document and I have a citation typed in that document (as
well as my paper), but it is still gray. Any other thoughts?
