Creating a booklet

I have a 4-page document, each page of which is 8.5" x 11". I want to
print the four pages in a booklet on 11" x 17" paper, both sides (to a
two-sided printer).

Thus, one sheet of paper will have pages 4 and 1, and the flip side will
have pages 2 and 3. When properly folded, page 1 will be the "front
cover" and page 4 will be the "back cover."

How do I do that? Nothing seems to work. Is there a help screen
specifically on this?

FWIW, for just four pages I usually just divide the page into two columns
and arrange the pages (columns) in the order 4, 1, 2, 3.
