Creating a custom fill pattern

I'd like to create a custom fill pattern of broad stripes. I found this

but it doesn't say how to creat a master pattern. Where is that command
located? Please help.

Open the Drawing Explorer, then you can right mouse action on the Fill
Patterns branch...
