How can I create a form that can be filled in, however I do not want the person filling it in to be able to modify the form other than to fill it in.

Simple! Just protect all the cells which you do NOT want the user to change.
(Note: cells are protected by default.) Then unprotect
(Format-Cells-Protection and uncheck locked) those cells where you DO want
the user to enter data. Then Protect the worksheet (tools-protection),
assign a password if like. When entering data, the use of the TAB key will
automatically jump to the next unlocked cell.

That's because the worksheet is protected. You will have to unprotect it in
order to insert the image. It can then be protected again.

If you only protect a worksheet (Tools/Protection/Protect Sheet...) for
Contents but not Objects, you can still paste images to the file.

Pictures in XL workbooks exist as objects on the drawing layer, not in
cells.

Note that any existing pictures/objects will not be protected.
