Creating a letterhead

Hi all.
I'm creating a letterhead in Word 2004 (Mac OS version) using my
company's logo and a couple of other graphics, all which were created
in Photoshop. When I import the images (as .jpgs) into the
header/footer, they appear 50% transparent. I've tried changing the
opacity, contrast, and layer order, but to no avail. What am I doing
wrong? Is there any way for the images to appear behind the text, but
not partially transparent?

Are they appearing as transparent when printed, or only when viewed
on-screen?

Items in the header & footer are displayed semi-transparent (in page layout
view) to separate them from the main focus of the editing intent - the body
of the document.
