Creating a new language dictionary

I'm trying to create a new dictionary for Microsoft Office for the Maltese
language (which is as yet unavailable from Microsoft). I have tried to follow
the instructions given in
http://office.microsoft.com/en-us/help/HA101472981033.aspx, but I'm running
into two issues:

(1) In the Custom Dictionaries dialog, Maltese (Malta) is not available in
the drop-down list for "Dictionary language". Manually adding "#LID 1082" to
the top of the dictionary file doesn't work either; it appears that Office
refuses to enable spell-checking for Maltese. Is there a way to override this?

(2) I'm trying to find a way to compile and package the dictionary into a
Windows installer, which could then be made available online (under LGPL). Is
there any documentation on how this may be achieved?

These instructions are for a secondary or custom dictionary that adds words
to a pre-existing language dictionary, such as medical or technical jargon.
You cannot use them to create a main language dictionary for Maltese or for
any other language. In addition to the dictionary (.lex file) you will need
at least a rudimentary grammar (.dll file) that finds word boundaries, valid
punctuation and such.

Contact one of the companies that has created language dictionaries for
Office, or look for the information in the Office Developer Center. Start
with the links in the box, "Getting Started with Office Development".

I haven't done this, but I would guess that creating a spell checker for a
new natural language is a Big Job.

if you get any answer for creating please inform me i will wait yo
because i googled but i don't get enough info about this topi
