I have two separate tables of contents in a document I am working on and
would like to have the entries in each formatted differently. I understand
how to modify an existing TOC style (e.g., TOC 1-9), but cannot figure out
how to create a new TOC style. In fact, if I click the Reference tab and
click Table of Contents>Insert Table of Contents>Modify, the "New" button
there that would appear to allow me to create a new TOC style is grayed out.
The only thing I was able to find online relating to my question was a
discussion at Google Groups

but the links provided there don't seem to answer my question, and it also
seems that perhaps the question was misunderstood (to be clear, I understand
well how to build a TOC based on custom styles, and that is not what I am
trying to do).
I've tried creating a new style based on TOC 1, for example, but even doing
so did not allow me to select the new style from the Modify dialog when
inserting a TOC.
What am I doing wrong or where should I look next?
