creating a page for insertion into ebay listings

Can anybody tell me how to create my own design template which will allow me
to insert images in jpeg that I can insert into ebay listings.
Everytime that I have tried to do it, the images do not show, but it does
show the placeholders. I am sure that it must be possible as many ebay
members have their own design templates.
Another thing that doesn't show is wordart, why is this?

I would appreciate a step by step means of acheiving the above
