Creating a page margin on a picture?

I want to use a picture as a background on a page so that it fills the
page however I need page margins of 0.63 for the postcard template.

If I insert a pic the size of the page and alter the margins it just
moves the picture.

Why on earth aren't picture backgrounds designed for printing?

What you're looking for is a "watermark." Look in Word's Help under "Create
a watermark." Since it will be in the drawing layer, it does not have to be
confined to the margins (but note that it will not print to the edge,
anyway, because every printer has a finite unprintable area).
