Creating a Shared Group Calendar

I want to create a departmental outlook calendar that everyone can
add/change/delete information to. Can this be done?

Sure, just create it in Public Folders and use the folder's properties to
assign permissions.

I just looked in outlook, and I don't have public folders. I just have
personal.

I don't have the option of public folders in outlook. it just shows personal.
