Creating a signup web form for my website

Can you create a "signup web form on my website" and maintain the data if
you create it on M/S Access or M/S Excel.
HELP!

You cannot create web forms with Access (Access 2010 will change that
picture somewhat), but you can certainly create the web forms in any
web development tool, and store the data in an Access database.
