Creating Access 97 Pckg to run in Windows XP Environment

Good Morning, I am hoping someone can help me with the
following: We are creating an Access 97 msi to run in a
Windows XP "locked down pc" environment. Once the pckg is
created, the internal Wizards do not work for a normal
user logged into the computer. If an Admin logs in,
everything works fine.

I need to determine which files to move to the local user
location -- or a designated location on the pc allowing
the user access. Any suggestions or information would be
greatly appreciated.
