Creating accessible Publisher documents for blind people

I use Publisher to create newsletters which I then convert to pdf and publish
on our website.

Does anyone have any guidance on producing Publisher documents to ensure
maximum accesibility for blind people when converted to pdf?

I know a bit about making documents accessible when converting them to
Acrobat. I was wondering if there were any guidelines to 'build in'
accessibility when creating the Publisher document?

i.e. you can create the doc in such a way that it's naturally accessible
when you convert it - use proper styles such as Heading 1 rather than just
make a heading bold and large, always put alt text for images.

But I wondered if there was a comprehensive guide to good practice.
