Creating an HTML mass news mail with Outlook Form

What I want to be able to do is allow a handful of users to post a
message to an Outlook Public folder, each message should contain a
News item. Then on a pediodical basis (probably weekly) I want to
bundle up all the messages and construct an HTML News mail that I can
mail to a distribution list.

I want the messages to be constant in layout, i.e. with a subject,
date, contact, body. Therefore I'm thinking of using an Outlook Form.

Does anybody have an example of such a form?
