Creating and printing content with stationary in OneNote 2003 SP2

I have imported a blank form into OneNote 2003 SP2 to use as stationary. The
form is 8.5 by 11 in size. What I want to do is to save it as stationary,
enter data, and print the combination out on different printers (Deskjets and
Laser printers). So far I open a new page, paste a scan of the form into the
page, bring up page setup, resize the page to letter size, make the scan fit
and, then save as stationary. Seems simple. However, I can't get the form
to print out anywhere comparable to what it looks like in OneNote. Print
Preview shows it to occupy only 2/3s to 3/4s of the page. (WYSIWYG does not
seem to apply here.) When I uncheck the fit the page function, the print size
remains unchanged. However, part of the page now flows over to another page
or more. I have tried changing print margins in setup with unsatisfactory
results. At home, I use a HP Deskjet so I know that part of the page bottom
will go away regardless of what I do in OneNote. Of course, the printer type
is entirely irrelevant if I can't get OneNote to format the stationary to
print in a normal manner.

This granulates down into a single question. How do I import an letter
sized form into stationary, then print it out (with annotations) in its
original size?
