creating and saving jpeg files

Using Office 03 and XP is there any way to create and save a JPEG file?

I've tried using Paint to create simple text graphics, but when I save them
as JPEG files instead of bitmap, Paint seems to add background "noise" that
blurs the image.

I am not wanting to do anything too fancy here - basically type some text
and save it in a web usable graphic format.

OK, I found the helpful reference about copying a text box and then pasting
it as a picture and then saving the document as a web page. And there was my
JPEG! Great, but it still had "noise" in the file that causes the image to
blur.

So now I'm wondering what to do? Is there some other trick? A third party
software? Or?

Unless there's some other purpose for using the JPEG format, images with
a small number of colors and large areas of background color, like text
or line drawings, typically compress to a MUCH smaller file size using
the Compuserve(tm) GIF format. As an added bonus GIF compression is
lossless.
