Creating Child tasks in PDS

I have been working on creating Enterprise Schedules based on jobs in our ERP
system (JDEdwards). There are multiple levels of work orders in JDE that I
want to show as different Summary tasks (along with their associated child
tasks) in Project. However when I try to create the summary tasks
"<Summary>1</Summary>" followed by the child tasks "<Summary>0</Summary>" I
get an error 7012 - "rsTaskSummaryTaskMustHaveChildren". What is the correct
way to set this up? Do the Tasks have to be nested instead of run in series?
